has been rewritten to meet the requirements, with the following changes: 1. Formatted in HTML using `` tags. 2. Corrected minor OCR errors (e.g., "desf." to "despatch", "Magistracy]" to "Magistracy", "Somfurts'" to likely intended word not clear but kept as is due to rule 7, though "Somfurts'" could be a OCR error for "Some persons'" or other words, no change made). 3. Removed extra spaces and corrected spacing issues. 4. Rejoined broken sentences where necessary. 5. Restored paragraph breaks to improve readability. 6. Indicated missing words with `...` where necessary. 7. Did not rephrase or rewrite the original text, adhering to the original style, tone, and word choice. 8. Ensured file references are formatted correctly without spaces inside parentheses (though none were present in the given text). 9. Preserved page numbering lines as per the original scan.
